Bot talks to the nick that silenced it!

When someone attempts to silence the bot, if it chooses to talk to someone else, obviously it shouldn't be the one who called for the silence ;)

I am guessing that some sort of adjustment to %ruser to allow random user BUT caller would be needed?

(marking as an enhancement as it isn't really a defect)
